The volume is part of the I Compendi d'Autore series, conceived and structured specifically for all those who are preparing for university exams and the main public competition tests .
The work is the result of a happy combination of the characteristic aspects, on the one hand, of the traditional manualistic treatment , of which it retains the structure and the essential notional approach, and, on the other, of the more modern "compendium" treatment , of which it adopts the capacity for synthesis and the schematic nature in the analysis of the legal institutions with particular attention to the practical aspects and the concrete consequences.
Also in the 2025 Edition, the Series is enriched by the inclusion of boxes of Analogies and differences , very useful in the preparation because they are aimed at highlighting the common elements and distinctions between similar Institutes. The technique used in the boxes makes it very easy to use , understand and memorize aspects that are sometimes not simple and, however, essential of the disciplines covered.
Much more than other branches of the legal system, parliamentary law is characterized by a structural gap between the normative data and practice . For this reason, the Compendium of Parliamentary Law is not limited to a mere exegesis of the regulatory provisions, a method that could offer a decidedly incomplete (in the best of cases) or completely distorted (in the worst of cases) vision of parliamentary law. On the contrary, the Volume aims to frame the rules of parliamentary law in the dimension of their effectiveness, especially in consideration of the rich case history of precedents developed by the Presidents of the Assembly and the Committees for the Rules of Procedure, as well as, obviously, the principles identified by jurisprudence.
Finally, the Compendium seeks to account for the most recent transformations that have affected the Italian Parliament: the impact of technology on parliamentary procedures; the peculiar ways of organizing the Chambers during the pandemic emergency; the involvement of parliamentary bodies in the implementation of the PNRR as well as in the management of international crises, also in light of the constitutional implications of the Russian-Ukrainian conflict; the reduction in the number of parliamentarians (constitutional law no. 1 of 2020), which was followed up in the reform of the Senate Rules of Procedure adopted on 27 July 2022 and in the reform of the Chamber Rules of Procedure approved on 30 November 2022. In particular, Chapter VI has been updated in light of the reform of the Stability and Growth Pact that came into force on 30 April 2024 (Regulation (EU) 1263/2024; Regulation (EU) 1264/2024; Directive (EU) 2024/1265). Finally, an account was given of the constitutional jurisprudence of 2024 (for example on self-government and differentiated regionalism) as well as the regulatory amendment approved by the Chamber on 16 October 2024 and which entered into force on 1 January 2025 .
