Territorial autonomies are what gives concrete form to the polycentric articulation of the Italian Republic. Their discipline is the result of underlying trends and constitutional and administrative reforms of sometimes different approaches, which are reflected in the capacity of territorial organizations to respond to the needs and interests of their communities. This manual - now in its second edition - aims to provide a vision that is as linear and unitary as possible, without renouncing the treatment of a series of particularly current profiles. A first part focuses on the "system" of territorial autonomies, seen as a whole, addressing the lexicon and fundamental notions of autonomy, declining its main manifestations in the context of the division of legislative power between the State and the Regions, the distribution of administrative functions as well as the institutional structure of the Regions, Provinces, Metropolitan Cities and Municipalities. A second part of the text, instead, in addition to a preliminary overview of the main current trends in legislation in Europe, is dedicated to innovative or constantly debated aspects, such as the relationship between autonomies and European policies, the spread of an original "city law", the weight that the State and Regions mutually exercise on the functions of local authorities, urban security, transparency and the fight against corruption, the delicate balance of territorial finance and the disciplines of territorial government and public services. With this dual level of analysis, the reader can appreciate both the general physiognomy of an organizational laboratory in constant evolution, and the lively and heterogeneous nature of the many issues that animate it.
