The investigation in the administrative procedure

For some time now, knowledge has been relevant for discussion and finally for deliberation, so that in legal formalization the cognitive activity has come to be delimited as an investigative activity that is the object of different legal disciplines for the exercise of the legislative, jurisdictional, administrative function, of which principles are identified - sometimes common - or on the contrary detailed rules for each procedure or process, which have selected for each function cognitive instruments (investigative means), identified in type by a specific nomen juris. It is known that in Parliament and in the Regional Councils the cognitive phase is assigned first of all to commissions, whose legislative qualification distinguishes the exercise of this function with respect to that of control, sometimes considered perhaps improperly a minor task. The cognitive or investigative activity supports the approval of the norms in exercise of the ordinary legislative function which is sometimes followed by the drafting or the decision that concludes the legislative procedure (art. 72, co. 3, Cost.).
